Town Council Resolution 17 2017TOWN OF SNOWMASS VILLAGE TOWN COUNCIL RESOLUTION NO. 17 SERIES 2017 A RESOLUTION APPROVING THE FINAL ARCHITECTURAL PLANS FOR BUILDING 6 ON LOT 3, BASE VILLAGE AMENDED PUD. WHEREAS, on February 21, 2017 the Applicant, Will Little, on behalf of the owner, East West Partners, LLC, submitted architectural plans pursuant to Ordinance No. 9, Series of 2015 for review by the Planning Director and the Town Council in accordance with the PUD Amendment and Guide; and WHEREAS, the Planning Director conducted a review of the application for compliance with Ordinance No. 9, Series of 2015 and Attachment 1 to the Ordinance and the PUD Guide; and WHEREAS, in accordance with the PUD Guide, a public meeting notice was placed in the local newspaper notifying the community that the Town Council would be considering the final architectural design for Building 6; and WHEREAS, the Town Council was scheduled to review the final architectural changes on March 20, 2017 in accordance with Ordinance No. 9, Series of 2015 and Attachment 1 to the Ordinance, and the PUD Guide, as well as to consider the recommendations of the Planning Director. NOW, THEREFORE, BE IT RESOLVED, by the Town Council of the Town of Snowmass Village, as follows: Section One: Findings. Based upon the information contained in the Application and testimony in the record, the Town Council hereby finds that: 1) The Applicant has submitted sufficient information to permit the Town Staff and Town Council an adequate review of the final architectural changes for Building 6. 2) As put forth by the Planning Director, the applicant has shown substantial consistency exists between the final architectural plan and the preliminary architectural plan for the building and the design narratives described in Attachment 1, the conditions imposed by the ordinance, and the provisions of the PUD Guide. The Town Council hereby approves the final architectural changes for Building 6, Lot 3, Base Village Amended PUD, as described and illustrated in attached Exhibit "A," without conditions. Section Three: Severability. If any provision of this Resolution or application hereof to any person or circumstance is held invalid, the invalidity shall not affect any other provision or application of this Resolution which can be given effect without the invalid provision or application, and, to this end, the provisions of this Resolution are severable. The Food & Beverage portion of the building was moved from the Village Level to the Plaza Level to accommodate better access from the Plaza. 2. The angle of the main Hall shifted slightly for better views and to accommodate the location of the Food & Beverage program. 3. Vestibules were added at both ends of the Main Hall for temperature control. 4. The Village Level floor plan was expanded to occupy the entire area under the plaza deck above, to avoid multiple assemblies and make better use of the space. 5. Mechanical room configuration was updated slightly in coordination with the Plaza mechanical room needs. 6. The window configuration was updated in anticipation of possible tenants, and for energy goals including reduced glazing on the North side of the building. 7. Roofing material shifted to membrane roof instead of rusty corrugated metal due to the low slope of the roof form, and for better longevity and durability. 8. Plaza design updates include better ramp access, more gradual grading transition from the Upper Level of Building 6 to the Plaza level, changing portions of green roof around the upper level patio to trellis, and minor modifications to the shapes and sizes of planters. 9. Total Square Footage increase for the building due to the items listed above (shifting F&B to upper level, adding vestibules, expanding Village Level footprint below the plaza, and mechanical room configuration updates) led to a total increase from 9,775 SF in the approved PUD to 10,601 SF in the updated configuration. 10 -The Square Footage of the Food & Beverage portion of the program remained the same at 1,201 SF.
