08-16-10 Town Council Packets(2) C PART -TIME RESIDENTS ADVISORY BOARD MEMO TO: Town of Snowmass Village Mayor Billy Boineau and Members of Town Council: John Wilkinson, Arnie Mordkin, Reed Lewis, Markey Butler; Russ Forrest, Town Manager; Art Smythe, TOSV Police Chief; Hunt Walker, Public Works Director; David Peckler, Transportation Director FROM: TOSV Part Time Residents Advisory Board (Victor Rauch, Chair; John Barrett, George Bletsas, Mel Blumenthal, Mery Claire Butler, Colleen Doyle, Greer Fox) DATE: August 11, 2010 The Town of Snowmass Village has been very fortunate that accidents do not frequently occur resulting from tourist drivers and walker /bike riders who are not familiar with the roads and local traffic patterns. The safety of village roads and pedestrian traffic safety, in particular, emerged as concerns among village residents during the PTRAB semi annual meeting last month. We want to follow up on those concerns. We request that the Town Council and TOSV staff give serious and prompt consideration to the following low -cost recommendations from the PTRAB Board. Specifically, we recommend 1) a painted pedestrian walkway across lower Kearns Road connecting the two segments of the Melton Ranch bike path as it crosses Kearns Road, along with signage indicating Colorado law regarding pedestrian traffic; 2) painted pedestrian walkways across Wood Road at different locations where pedestrian traffic is heaviest during the summer, along with appropriate signage; 3) closer monitoring of speeds on Owl Creek Road in the section that contains the crosswalk for the Owl Creek Trail bike path, the entrance to the Little Red School House, and the Town Shuttle Bus Stops; and 4) a painted pedestrian walkway that connects the paths on both sides of Owl Creek Road near the Fire Station.
