Shows a deficit of $751K in 2011, but the deficit s continues through 2015 at roughly $500K, which is unsustainable in the current economic environment. Scenario #1 Assumes cutting or delaying expenditures in 2011(most of which carry through to 2015) in order to maintain a $5M fund balance and trying to balance revenues over expenditures. n Scenario #2 Assumes the same cuts as in Scenario #1 plus assumes Proposition 101 passes, which means that General Fund revenues will be reduced by $265K. The Town will need to make additional cuts ($202K) in expenditures in order to maintain a $5M fund balance and to balance 'revenues over expenditures. Scenario #3 Assumes everything in Scenario #1 and Scenario #2 occurs and assumes that the Transportation Funding Ballot Question passes adding an additional $357K in property tax funding for transportation. In this scenario, we show additional revenues of $357K, plus 3 we add back in $321K in Transportation cuts that are a part of Scenario #1. Even with this additional revenue, Transportation funding is Still not funded as expenditures will still exceed revenues by $282K. Scenario Best Case Assumes that the cuts in expenditures under Scenario #1 occur and the Transportation Funding Ballot Question passes. Note: Even with the cuts /changes under Scenario #1, #2 #3 and Best Case, the expenditures still exceed revenues, which means the Town is anticipating using some of the Unappropriated Fund Balance in order to balance the budget in 2011. In addition most of these changes carry through'to 2015 in order to maintain a sustainable budget based on the current economic conditions. a, s t z r n 3 r 4 i 4 s ,C »etd —eeeeee I, 11 11 11 I Pry os u t I'll, i t`u o The }Frnaricral Advisory Board mmends reco et 11 1 1 1 -1111 acloptron of th ZO1Q Revised and the 2011 ProposedBudget, but with these omments. a do r na recommen ntrons /c "he Frnacral` ,'dvisery Bard aominds staff arntar r r the eatpndrures he budgeted hrn amount for 2+t duringiese 11 3 {cof loiw b 2 The Fnancirl Advrs+ry Board revised sinscr }t es that the 21 rdy It, Wt u the` Recrarhente+ ca r t a 5 or► 2 nee n kelo budge t 4► ?t below the budgeted aiou►t mos of I' t s r th sav s ns n erso I n tt servrceslorever; 'the 2t 1 roposed budget increases the ubsrd le►l to 4b7",55, tvhrch rsab9B9 fore than the 2CQ revved llll subsidy Alhouh he 2C! b t 1 su srdy rs lower than the ?IQ adopted budged ar ro rn of X 3,1 2, the Frn cra cammends "It 11 11 an 1 Advisor Board re thaF }ouncrl} adopt a budget 11 that reflects the same subsidy level as the `2C►t4 reroed bradget amount df 1, h' t rs mar mean the the Re reatr 1 tenter con me a with a }rac ked staff level rn order achieve his oal h 1 h rnancrnl Advrory Board f urher recomends that ouncrl +rrect ,III the Financial advisory Board review the revenue /fee structure aid eat ndrtuir of the ecr atron +center rn ettrl to etermine f the ttt p t, ubsrdy level rs set at an appropriate level an to forwnrouncrl a r`ecammendatrons based oft thaf} revre Y' The.
