01-10-02 Town Council MinutesSNOWMASS VILLAGE TOWN COUNCIL REGULAR MEETING MINUTES JANUARY 10, 2002 CONTINUED FROM JANUARY 7, 2002 Mayor T. Michael Manchester reconvened the January 7, 2002 Regular Town Council Meeting at 2:10 p.m. on January 10, 2002. Item No. 1: ROLL CALL COUNCIL MEMBERS PRESENT: Mayor T. Michael Manchester, Richard Virtue, Douglas Mercatoris, Bob Purvis and Arnold Mordkin COUNCIL MEMBERS ABSENT: All Council Members were present. STAFF PRESENT: Hunt Walker, Acting Town Manager and Public Works Director; Carey Shanks, Assistant Town Manager; Steve Connor, Town Attorney; Trudi Worline, Town Clerk PUBLIC PRESENT: Catherine Lutz and Brent Gardner Smith Item No. 2: DISCUSSION REGARDING PROCESS TO HIRE A NEW TOWN MANAGER Mayor Manchester stated that the purpose of this discussion was to determine Council's desired process for advertising, interviewing and selecting a permanent Town Manager. Council discussed two options: advertising in various publications for applicants or hire a "headhunting" consultant firm to identify suitable applicants. Council agreed to further explore the idea of hiring a professional consultant to conduct a search by identifying the process involved, as well as the length of time and cost associated with this method. Council also discussed preferred publications in which to place an ad and requested that staff provide a listing of possible publications and websites. After further discussion Council identified Purvis, Manchester, the Assistant Town Manager and John Sarpa as the desired team to draft a vacancy notice, recommend publications in which to place the advertisement, develop a list of possible applicants and develop a one -page draft information sheet on the position and the Town. Manchester stated that he would distribute the information sheet at the upcoming Colorado Association of Ski Towns Meeting (CAST). Those interested in applying for the position would be provided with a full information packet which would include the application and information 01- 10 -02tc Page 2 regarding the position and as well as area information. Council discussed qualities and strengths necessary for the person to fill the position, identified background information that would be required from applicants and necessary documents to have available for applicants upon request. Applicants will be advised that the Town Manager acts as a liaison between Council and Town Attorney and requested that staff be prepared to provide applicants with copies of the Performance Standards upon request. The Acting Town Manager will update the Town Attorney on decisions made at this Meeting. The vacancy notice, application and information sheet will be available for Council review by January 21, 2002, at which time Council will discuss members to serve on an application review committee. Item No. 3: COUNCIL COMMENTS Rodeo Lease Manchester reported that documents concerning the Rodeo operation lease were being reviewed by Lance Burwell and should be completed by the end of this month. Manchester will be meeting with Burwell to discuss related issues that need to be addressed within the lease. Community Park Council requested that the Town Attorney investigate the PUD for the Community Park and surrounding Town property and identify the allowable uses. Night Time Sleigh Rides Manchester informed Council that a local rancher has expressed an interest in providing a nighttime sleigh ride operation during the winter at the Rodeo site and surrounding area. Council agreed that the operation would be an amenity for the Town. The Acting Town Manager was requested to investigate and determine if this was an appropriate use of Town land. Snowmass Club Phase II Application Review Mordkin stated his concern that all adjacent homeowners are not aware that the Snowmass Club Phase II Final PUD Public Hearing will not take place at the next Council Meeting and has been continued to the January 21, 2002 Council Meeting. He clarified that homeowners that are out of Town may not know this information. Council discussed the need to resolve the Nordic Council's issues with the Snowmass Club Phase II Final PUD review and resolve various other changes the applicant has made to their plan since the Final application was submitted to the Town. Council agreed that the Nordic trail system on the Golf Course was an important amenity for the Town. Intrawest Meeting The Assistant Town Manager provided Council with an update on the recent Intrawest meeting whereby Intrawest invited the Mall owners and relevant stake holders to take part in developing the Master Plan the commercial core. 01- 10 -02tc Page 3 Upcoming Council Agendas Council discussed upcoming Meeting Agendas. Manchester reported that the Intrawest application for Base Village has not yet been deemed complete by the Planners. The Acting Town Manager explained that the Base Village plan involves use of Town -owned land. The applicant will need permission to develop on Town land. NOTE: The following item was not included on the Agenda for this Meeting. Item No. 3a: EXECUTIVE SESSION At 3:36 p.m. Virtue made a motion to convene to Executive Session for the purpose a privileged attorney \client discussion regarding Woodrun V litigation issues. Mordkin seconded the motion. The motion was approved by a vote of 5 in favor to 0 opposed. At 3:45 p.m. Mercatoris made a motion to reconvene the Regular Meeting, seconded by Virtue. The motion was approved by a vote of 5 in favor to 0 opposed. Item No. 4: ADJOURNMENT There being no further business, Mercatoris made a motion to adjourn the Meeting, seconded by Manchester.
