Memo To: Russ Forrest \A From: Joe Coffey Date: July 11, 2011 Re: Housing Advisory Committee and Full Time Snowmass Village Employee Discussion Recently a question was raised about the employee housing requirement of an applicant having to work 1400 hours (minimum) and eight months per calendar year in Snowmass Village to qualify for as a full time Snowmass Village employee. The Housing Advisory Committee (HAC) reviewed almost all of the current Housing Guidelines in 2009 and we had several in depth discussions about the employment guidelines as they relate to Snowmass Village employees and Pitkin County employees. The employee guideline discussions began when the Council requested the HAC to consider establishing a priority for Aspen School District and the Hospital District employees to purchase Snowmass Village housing units. The HAC then discussed the possibility of creating a part time Snowmass Village employee category to allow seasonal workers to purchase housing but the committee decided that part time employees would be a very difficult category to administer and almost anyone could meet a part time employee category and therefore the HAC dismissed this category. The current employment requirement of eight months a year allows for the sometimes lean shoulder seasons some Village employees must deal with each year. On July 27, 2009 Council reviewed the employee sales priorities and Council determined that the requirement of being employed one year was the acceptable employment tenure to enter a housing lottery. Again one year is eight months of employment and a minimum of 1400 hours within eight to twelve months. During this meeting Council was asked if they wanted to reduce the employment tenure to six months from one year and Council declined to the reduce the employment time to less then one year. Please note our first priority is Snowmass Village employees with three or more years of employment time and then the priority drops to one year but less then three years of employment time. Listed below is the Qualified Applicant section of the Permanent Moderate Housing Regulations that describes an employee and the lottery tiers. 17.3 Qualified Applicant. 17.3.1 Employee Qualifications. To apply for a housing unit an adult employee must have been actively employed by an employer licensed pursuant to Section 4.2 of the Snowmass Village Municipal Code with a principal place of business in the Snowmass Village for the minimum of three (3) years. A minimum of one thousand four hundred (1400) hours during a minimum period of eight (8) months per calendar year constitutes a year of active employment. The following lottery procedures were approved by the Town of Snowmass Village Town Council on July 27, 2009. After applicants are qualified they will be entered into a lottery tier using the priorities listed below. I feel that John is imminently qualified to serve as a member of the PTRAB.' John has a ph0 in Chemistry from Harvard and has been operating a global chemical business-for 43 years. His duties have i.nc financial management, technology, strategy and providing jobs to over 250 people. He is currently President and Chairman, as well as owner of.this business. John has been'a Fox Run homeowner since 2003 and asked to serve on the Fox Run HOA soon after moving into Fox Run. Johp's background as Vice President of the Enclave Condominiums Association; and, Presi.dent of the 1+lood-run Five Condominium Association, along with his long term knowledge of Snowmass Village make him a perfect candidate for the PTRAB. John has been a major asset to the Fox Run HOA because of his creative thinking and willingness to do whatever is asked of him. When our existing Treasurer asked to be relieved, Dr. Micheiman stepped in and has done an outstanding job as our current Treasurer.-by creating more 'transparent and understandable financial statements, and, tracking cash flow. During much of that time he served as Secretary /Treasurer, and I must tell you he was a valuable asset to the Board and the Enclave Association, having been one of the most active board members I have known. His concern for the welfare of the project was always well balanced with his committment to the desires of all the owners. He has been extremely thorough and involved in all aspects of the Association and its relationships with other community bodies, and has been instrumental in elevating,the Enclave to a much more prestigious property than it was before his arrival. When he recently moved to Woodrun V, I was very disappointed to be losing such a valued and effective member, and one who will not be easily replaced. While many managers might prefer Association Officers who are reserved and somewhat inactive, I enjoy working with members who participate actively and are therefore beneficial-not only to their Association but also to the management company. Dr. Michelman is such an officer, possessing an excellent ability to provide constructive criticism, as well as the commitment required to be a productive member of the Board of Directors. He was always easy to work with, whether he was carefully appraising or simply praising. I consider him to be one of the best Association representatives I have dealt with in my twenty years in this business, in that his thoroughness left nothing to be desired. He is fair, honest, forthright, knowledgable and creative, and he will stand up for the rights of Association owners in any circumstances, publicly or privately. Dr. Michelman displays great strength of character, and has on more than one occasion been willing to stand behind a Board decision which would benefit the property, even if it was not universally popular.
