12-19-11 Town Council Packets(2) Open Space & Trails Memo To: Snowmass Town Council From: Pitkin County Open Space CC: Jon Peacock Date: 12/22/2011 Re: Selection of Brush Creek Bridge Issue : Input is needed for a final design for a new Brush Creek Trail bridge at Cozy Point South. The Pitkin County Open Space Board and Staff are recommending the re-use of a portion of the Maroon Ck. bridge, based on the similarity to a new prefab bridge, and due to the significant cost savings. Nevertheless, we wish to make every effort to solicit comments from stakeholders, especially TOSV which has been our primary partner in the preservation of the Brush Creek corridor. We will also host a public scoping meeting in the Snowmass , Council Chambers from 5-8 on Jan 102012. We would like to receive your comments by February 1. Time is of the essence as we need to place the bridge prior to re-opening the Brush Creek Trail. Background: When the Brush Creek Trail was designed and permitted in 2006, it was contemplated that we would reuse sections of the old Maroon Creek pedestrian bridge for the upper and lower creek crossings. The Town of Snowmass then helped fund a new bridge at the upper crossing nearer Brush Creek Road. This upper bridge is a significantly shorter span than the lower crossing. At the lower crossing, Holy constrains where we can dig to place abutments; to stay on County land requires an unusually th of wetlands. As an ad hoc measure, neighbor Ted Koutsoubos allowed us interim use of his nearby driveway culvert. This spring he notified us that we need to vacate his property and install our own bridge on Cozy Point South. In verbal conversations with Commissioner Hatfield, Mr. Koutsoubos agreed that the trail could remain on his land through Dec. 1, 2011 when our seasonal closure which took effect. We must have a new bridge in place before we can reopen this part of the Brush Creek trail. The trail would normally re-open on April 1, but will be delayed this year since our construction cannot commence until that date. Our primary alternatives are to either reuse two sections of the old Maroon Creek pedestrian bridge, or acquire a new prefab bridge. In September, we retained Loris and Associates to assist with the engineering, renderings, and estimates for this project. This firm had 1 previously assisted the Town of Basalt in the utilization of four sections of the bridge in Emma. Due to the height of the Maroon Ck. Bridge As shown on the attached renderings, this similarity in height results in a marked similarity of appearance for the two options.
