I. PURPOSE AND ACTIONS REQUESTED OF COUNCIL: Review and approve Resolution No. 1, Series of 2007. A Resolution amending the 2007 budget and appropriating funds for the Snowmass Village General Improvement District No. 1, of the Town of Snowmass Village, Colorado. II. DISCUSSION ISSUES The 2007 budget (see attached) is revised to record additional interest income higher than projected and a slight decrease in specific ownership. The amended budget also increases the purchased services to reflect additional legal costs for this district as well as additional costs for the snowmelting of Lower Carriageway /Wood Road at the end of 2007. The change in fund balance with the above adjustments is less than $300. The GID advisory board unanimously approved the revised 2007 budget. III. STAFF RECOMMENDATIONS Adoption of Resolution No. 1, Series of 2007. I. PURPOSE AND ACTIONS REQUESTED OF COUNCIL: Review and approve Resolution No. 2, Series of 2007. A Resolution summarizing revenues and expenditures for the Snowmass Village General Improvement District No. 1, of the Town of Snowmass Village, Colorado, and adopting a budget and appropriating sums of money for the calendar year beginning on the first day of January, 2008 and ending on the last day of December, 2008. IL DISCUSSION ISSUES The 2008 budget (see attached) projects operating expenditures for legal, administration, audit, insurance, snowmelting and sky cab operating costs for a total budget amount of $394,816. These expenditures are supported by property taxes assessed on the General Improvement Districts area. The fund balance for 2008 is projected to be $236,398. The GID advisory board unanimously approved the adoption and appropriation for the 2008. III. STAFF RECOMMENDATIONS Adoption of Resolution No. 2, Series of 2007. PURPOSE AND ACTIONS REQUESTED OF COUNCIL: Review and approve Resolution No. 3, Series of 2007. A Resolution establishing the property tax mill levy for the Snowmass Village General Improvement District No. 1 of the Town of Snowmass Village. II. DISCUSSION ISSUES Resolution No. 3, Series of 2007 establishes the property tax mill levy for the year 2008. The Pitkin County Assessors Office provides the General Improvement District with the estimated assessed valuation in August of each year for use in the budget process. By December l 0 of each year, the County Assessor must recertify the assessed valuation to each entity. By December 15 of each year, the General Improvement District must certify the mill levy to Pitkin County. This resolution meets that deadline. The General Improvement District will certify 20 mills for 2008 per the election in 2006. III. STAFF RECOMMENDATIONS AND FINDINGS Adopt Resolution No. 3, Series of 2007. SNOWMASS VILLAGE GENERAL IMPROVEMENT DISTRICT NO. 1 TOWN OF SNOWMASS VILLAGE, COLORADO RESOLUTION NO. 3 SERIES OF 2007 A RESOLUTION LEVYING GENERAL PROPERTY TAXES FOR THE YEAR 2008 FOR GENERAL OPERATING EXPENSES OF THE SNOWMASS VILLAGE GENERAL IMPROVEMENT DISTRICT NO. 1 FOR THE TOWN OF SNOWMASS VILLAGE, FOR THE 2008 BUDGET YEAR. WHEREAS, the Board of Directors of the Snowmass Village General Improvement District No. 1 of the Town of Snowmass Village (the "District') has adopted the annual budget in accordance with the Local Government Budget Law on December 12, 2007; and WHEREAS, the amount of money necessary for general operating expenses in 2008 and creating additional funds for future operating expenditures is $335,899.00; and WHEREAS, the 2007 valuation for assessment for the Snowmass Village General Improvement District No. 1 of the Town of Snowmass Village, Colorado, as certified by the Pitkin County Assessor is $16,794,930 which valuation may be amended and recertified by the Pitkin County Assessor. NOW, THEREFORE, BE IT RESOLVED by the Snowmass Village General Improvement District No. I of the Town of Snowmass Village, Colorado: Section One: Action 1. That the Snowmass Village General Improvement District No. 1 of the Town of Snowmass Village does hereby levy a tax of 20.000 mills upon each dollar of the total valuation for assessment of all taxable property within the Snowmass Village General Improvement District No. 1 of the Town of Snowmass Village for the year 2008 for the purposes of meeting general operating expenses and creating additional funds for future operating expenditures. 2. That the Finance Director of the Town of Snowmass Village is hereby authorized and directed to immediately certify to the County Commissioners of Pitkin County, Colorado, the mill levy for the Snowmass Village General Improvement District No. 1 as hereinabove determined and set. Item No. 2: RESOLUTION NO. 3, SERIES OF 2006 ADOPTING A BUDGET AND APPROPRIATING SUMS OF MONEY FOR 2007: CONSIDERATION OF A RESOLUTION SUMMARIZING EXPENDITURES AND REVENUES FOR THE SNOWMASS VILLAGE GENERAL IMPROVEMENT DISTRICT NO. 1 FOR THE TOWN OF SNOWMASS VILLAGE, COLORADO, AND ADOPTING A BUDGET AND APPROPRIATING SUMS OF MONEY FOR THE CALENDAR YEAR BEGINNING ON THE FIRST DAY OF JANUARY, 2007 AND ENDING ON THE LAST DAY OF DECEMBER, 2007 12 -11 -06 GID MIN Page 2 of 3 Rakowski introduced the Budget for administration and operating expenses for the GID, developed in conjunction with the Metro District (MD) Budget. She said that this Resolution adopts and appropriates the funds for 2007 for the GID. Lewis questioned Skycab operating costs and snowmelting of Lower Carriage Way and Wood Road have significantly increased in subsequent years. Rakowski explained that operating costs for the Skycab and snowmelting of Lower Carriage Way and Wood Road significantly increase in subsequent years since the snowmelting costs were based on completion of the road, and which only reflects a portion of the operating expenses for 2008. She stated that if the assessed valuation increases above that which was projected, additional funds would be available to operate the Skycab additional hours. Mercatoris explained that the GID was currently the only funding source available for Skycab non skiing operational hours. Mordkin made a motion to approve Resolution No. 3, 2006, seconded by Wilkinson. There being no further discussion, the motion was approved by a vote of 5 in favor to 0 opposed. Item No. 3: RESOLUTION NO. 4, SERIES OF 2006 GENERAL PROPERTY TAX LEVY: CONSIDERATION OF A RESOLUTION LEVYING GENERAL PROPERTY TAXES FOR THE YEAR 2007 TO HELP DEFRAY THE OPERATING COSTS OF THE SNOWMASS VILLAGE GENERAL IMPROVEMENT DISTRICT NO. 1 FOR THE TOWN OF SNOWMASS VILLAGE, FOR THE 2007 BUDGET YEAR. Sparhawk made a motion to approve Resolution No. 4, Series of 2006, seconded by Wilkinson. Rakowski stated that this Resolution sets the mill levy at 20 mills for the GID in conformance with the recently approved election ballot question for three years at 20- mills. She explained that this was based on the GID Budget adopted in Resolution No. 4, Series of 2006 and the certified final assessed valuation from Pitkin County. Dresser stated that this also complies with the terms of the Intergovernmental Agreement between the GID and the MD. There being no further discussion, the Resolution was approved by a vote of 5 in favor to 0 opposed. PURPOSE To receive public comment on the attached project list, and consider the public input when developing the 2008 Road Fund bid package. II. BACKGROUND Find attached a draft list of Road Fund projects for 2008. It is anticipated that a majority of the funds available will be used to perform asphalt overlays on the roads listed. A Resolution establishing the property tax mill levy for the Town of Snowmass Village. II. DISCUSSION ISSUES Resolution No. 27, Series of 2007 establishes the property tax mill levy for the year 2007. The Pitkin County Assessors Office provides the Town with the estimated assessed valuation in August of each year for use in the budget process. By December 10 of each year, the County Assessor must recertify the assessed valuation to each entity. By December 15 of each year, the Town must certify the mill levy to Pitkin County. This resolution meets that deadline. III. STAFF RECOMMENDATIONS AND FINDINGS Adopt Resolution No. 27, Series of 2007. SNOWMASS VILLAGE TOWN COUNCIL RESOLUTION NO. 27 SERIES OF 2007 A RESOLUTION LEVYING GENERAL PROPERTY TAXES FOR THE YEAR 2008 TO HELP DEFRAY THE COST OF GOVERNMENT FOR THE TOWN OF SNOWMASS VILLAGE, COLORADO; AND TO PAY GENERAL OBLIGATION BOND PRINCIPAL, INTEREST AND RELATED COSTS AND FOR THE TOWN'S ROAD IMPROVEMENT PROGRAM, FOR THE 2008 BUDGET YEAR. WHEREAS, the Town Council of the Town of Snowmass Village has adopted the annual budgets in accordance with the Local Government Budget Law on October 15, 2007; and WHEREAS, the amount of money necessary to balance the 2008 budget for general operating expenses is $300,704; and WHEREAS, the amount of money necessary to pay General Obligation Bond principal, interest and related costs for the Operations Facility, Road Bonds, Rodeo Property, Droste Conservation Easement, Recreation Center and the Community Swimming Pool is $2,000,467; and WHEREAS, the amount of money necessary to fund the Road Mill Levy Fund is $2,535,446; and WHEREAS, the 2007 valuation for assessment for the Town of Snowmass Village, Colorado, as certified by the County Assessor is $507,089,270. NOW, THEREFORE, BE IT RESOLVED by the Town Council of the Town of Snowmass Village, Colorado: Section One: Action 1. That for the purposes of meeting all general operating expenses of the Town of Snowmass Village during the 2008 budget year, there is hereby levied a tax of .768 mills less a temporary mill levy reduction of .175 for a net mill levy of .593 mills upon each dollar of the total valuation for assessment of all taxable property within the Town for the year 2008. 2. That for the purpose of paying General Obligation Bond principal, interest and related costs for the Operations Facility, Road Bonds, Rodeo Property, Droste Conservation Easement, Recreation Center and the Community Swimming Pool, there is hereby levied a tax of 3.945 mills upon each dollar of the total valuation for assessment of all taxable property within the Town for the year 2008. 3. That for the purpose of funding the Road Mill Levy Fund, there is hereby levied a tax of 5.000 mills upon each dollar of the total valuation for assessment of all taxable property within the Town for the year 2008. 07 -27 4. That for the purpose of receiving taxes abated and refunded, there is hereby levied a tax of .008 upon each dollar of the total valuation for assessment of all taxable property within the Town for the year 2008 to receive $4,057. 5. That the Finance Director is hereby authorized and directed to immediately certify to the County Commissioners of Pitkin County, Colorado, the mill levies for the Town as hereinabove determined and set.
