11-04-13 Town Council Minutes SNOWMASS VILLAGE TOWN COUNCIL REGULAR MEETING MINUTES NOVEMBER 4, 2013 CALL TO ORDER AT 400 P.M. Mayor Boineau called to order the Regular Meeting of the Snowmass Village Town Council on Monday, November 4th, 2013 at 4:02 p.m. Item No. 1 ROLL CALL COUNCIL MEMBERS PRESENT: Bill Boineau, Markey Butler, Jason Haber, and Chris Jacobson. COUNCIL MEMBERS ABSENT: Fred Kucker. STAFF PRESENT: Gary Suiter, Interim Town Manager; Barbara Peckler, Admin. Asst.; Marianne Rakowski, Finance Director; Andy Worline, Recreation Director PUBLIC PRESENT: Lee Vogel, Doug Allen, Gary Rosenau, Jill Beathard and other members of the public interested in today's Agenda items. Item No. 2 PUBLIC NON-AGENDA ITEMS Lee Vogel approached the council a month ago and is now asking for a follow-up on the status of complaints filed against Krabloonik. She stated several citizens have sent emails to the Towns Police department outlining abuse and she would like to make sure they do not go unrecognized. Council asked for clarification from the town attorney on the statute of limitations of such complaints. If there are more recent incidences Council asked that they report them directly to the Snowmass Police Department. Interim Town Manager Gary Suiter will follow-up with the Police Department on all complaints and their status and report back to council. Doug Allen as a private citizen has spoken with the Police Chief and emailed him and is asking if there are alleged crimes against Krabloonik why is the Police Department not seeking out witnesses for their statements. Council stated it is not appropriate to direct the police to seek out witnesses but they will ask for a full report from the police department. 11-04-13tc Minutes Page 2 of 4 Item No. 3 COUNCIL UPDATES Mayor Boineau attended the announcement of the stages for the 2014 US Pro Cycling Challenge. Very happy to announce that once again Aspen/Snowmass will be the start of the 2014 race. Exact details of stages have yet to be finalized but it will be similar to the 2013 US Pro Cycling Challenge Markey Butler gave an update on a recent community mental health meeting NOMI Roaring Fork (a newly emerging nonprofit focusing on Mental Health issues). Broad spectrums of people involved with Community Services were in attendance at the meeting. Markey assisted with identifying potential gaps within the current system. Currently there are two excellent services her concern is without more research does there need to be a third or just better funding for the current programs. She noted that the Snowmass Town Council has addressed one of the issues by contributing to the Detox program. Markey Butler and Jason Haber attended the CAST meeting in Basalt and found it to be very informative. Topics covered were; how CAST members can benefit from using DestiMetrics, the future of the Pro Cycling Challenge, update on ski area water rights and Urban Renewal panel discussion. Jason Haber would like to have a discussion on the use of chemical weed control throughout the town and information on what the Aspen Ski Company is using on Fanny Hill. Jason would like to see a report from staff and any possible alternatives. There was a consensus from council for the request. Item No. 4 SECOND READING - ORDINANCE NO. 08 SERIES OF 2013 - AMENDING THE 2013 BUDGET Marianne Rakowski finance director reported no changes from first reading. Jason Haber made the motion to approve Second Reading- Ordinance No. 08, Series of 2013 An Ordinance amending the 2013 budget for all funds for the Town of Snowmass Village. Chris Jacobson seconded the motion. The motion was approved by a vote of 4 in favor to 0 opposed. Voting Aye: Bill Boineau, Markey Butler, Jason Haber, and Chris Jacobson. Voting Nay: None. Item No. 5 MANAGER'S REPORT The items discussed included: 1. Ice Rink- working on the agreement between the Town and Below 32 for winter use of the Ice Rink. Other operating concerns were discussed such as schedule and lighting and concessions. 11-04-13tc Minutes Page 3 of 4 2. Recreation Trail Grant opportunity for non motorized trails with the deadline of Nov 15tH This would apply to Phase 1 of the paved trails master plan. $350,000 is the limit you can request, Gary Suiter recommend asking for the full $350,000 grant with the Town matching 100%. Grant submissions require a letter signed by the Mayor authorizing the grant application. Marianne Rakowski said the Towns matching funds would be taken from the 2014 un-appropriated general fund balance. Council agreed to move forward with the grant application. Gary Suiter recommended that a Motion be made. Jason Haber made the motion to appropriate up to $350,000 for a matching contribution towards the Recreational Trail Grant or up to the amount of the grant received and be taken from the 2014 General Fund Reserves. Markey Butler seconded the motion. The motion was approved by a vote of 4 in favor to 0 opposed. Voting Aye: Bill Boineau, John Wilkinson, Markey Butler, and Jason Haber. Voting Nay: None. Item No. 6 AGENDA FOR NEXT TOWN COUNCIL MEETING ® November 18th, 2014 Council would like a site visit on Popish Valley before the next council meeting at 3:OOp.m. Item No. 7 APPROVAL OF MEETING MINUTES FOR ® September 9th, 2013 Jason Haber made the motion to postpone the minute approval for Sept 9th. The minutes need to be resubmitted clarifying the vote on line 63 Jason believes he voted no. Bill Boineau seconded the motion. The motion was approved by a vote of 4 in favor to 0 opposed. Voting Aye: Bill Boineau, Chris Jacobson, and Jason Haber, Markey Butler. Voting Nay: None. ® September 23rd, 2013 Jason Haber made the motion to approve Sept. 23rd minutes with an amendment on line 7; change disjointed to disappointed Bill Boineau seconded the motion.
