12-09-13 Town Council MinutesSNOWMASS VILLAGE TOWN COUNCIL SPECIAL MEETING MINUTES DECEMBER 9, 2013 Mayor Boineau called to order the Special Meeting of the Snowmass Village Town Council on Monday, December 9th, 2013 at 4:08 p.m. COUNCIL MEMBERS PRESENT: Fred Kucker, Chris Jacobson, Bill Boineau, Markey Butler, and Jason Haber. COUNCIL MEMBERS ABSENT: None. STAFF PRESENT: Gary Suiter, Interim Town Manager, Marianne Rakowski, Director of Finance, John Dresser, Town Attorney, John Baker, Barbara Peckler. PUBLIC PRESENT: Steve Parmalee, Shawn Gleason and other members of the public interested in today's Agenda items. Steve Parmalee wanted it noted that he is in support of the sale of the Town owned Country Club Townhomes. Currently the Town owns two units and he feels that with the sale of the two units the revenue generated could be put to better use. With possible assessments in the future it does not seem practical to continue to hold on to the units. Council Member Jacobson wanted to say that Holiday party was fantastic and the Viceroy did a nice job. Mayor Boineau commented that the council is moving forward on the Town Manager hiring process. Council Member Haber asked for an executive session at end of meeting to discuss the hiring of the new Town Manager. 12- 09 -13tc Special Mtg Page 2 of 4 !' ! Resolution levying general property taxes for the year 2014 to help defray the cost of government for the Town of Snowmass Village, Colorado; and to pay general obligation bond principal, interest and related costs; and for the town's road improvement program; and for transportation services and the contribution towards the Droste property purchase for the 2014 budget year Finance Director Marianne Rakowski gave an overview of Resolution No. 25, Series 2013. This resolution establishes the property tax mill levy for the year 2014 for the Town of Snowmass Village. She has made no changes to the budget. Steve Parmalee stated that any increase to the Mill levy will affect every citizen and business and maybe the council should look at other ways to cut the budget to avoid the Mill Levy increase. Mayor Boineau appreciates the comment but points out that currently the Town has some of the lower rates in the area. No more comments or changes Jason Haber made the motion to approve Resolution No. 25, Series of 2013 Fred Kucker seconded the motion. The motion was approved by a vote of 5 in favor to 0 opposed. Voting Aye: Fred Kucker, Chris Jacobson, Bill Boineau, Markey Butler, and Jason Haber. Voting Nay: None. John Dresser addressed the issue of Solid waste customers that are delinquent and asks for the approval of Resolution No. 34, Series 2013 to certify delinquent Solid Waste Fees to PitCo Treasurer for collection on their tax bill. No comment or changes by council Jason Haber made the motion to approve Resolution No. 34, Series of 2013. Fred Kucker seconded the motion. The motion was approved by a vote of 5 in favor to 0 opposed. 12- 09 -13tc Special Mtg Page 3of4 Voting Aye: Fred Kucker, Chris Jacobson, Bill Boineau, Markey Butler, and Jason Haber. Voting Nay: None. Town Council will now meet in Executive Session pursuant to C.R.S. 24 -6- 402(4) and Snowmass Village Municipal Code Section 2- 45(c), to specifically discuss one item: a) Personnel matters, except if the employee who is the subject of the session has requested an open meeting, pursuant to C.R.S. 24- 6- 402(4)(f)(1) and Snowmass Village Municipal Code Section 2- 45(c)(6); Provided, there is an affirmative vote of two - thirds of the quorum present at this meeting to hold an Executive Session and for the sole purpose of considering item (a) above. Provided further, that no adoption of any proposed policy, position, resolution, regulation, or formal action shall occur at this Executive Session. At 4:20 p.m. Bill Boineau made the motion to enter closed session. Chris Jacobson seconded the motion. The motion was approved by a vote of 5 in favor to 0 opposed. Voting Aye: Fred Kucker, Chris Jacobson, Bill Boineau, Markey Butler, and Jason Haber. Voting Nay: None. At 5:38 p.m. Fred Kucker, made the motion to reconvene to the Special meeting Markey Butler seconded the motion. The motion was approved by a vote of 4 in favor to 1 opposed. Item No. 7 ADJOURNMENT At 5:39 p.m. Fred Kucker made the motion to adjourn the Special Meeting of the Snowmass Village Town Council on Monday, December 9th, 2013. Bill Boineau seconded the motion. The motion was approved by a vote of 4 in favor to 1 opposed.
