As part of this year -end review, we have included any known revisions proposed or needed to the 2014 adopted budget. Attached to this Council memorandum are spreadsheets describing the major impacts to both the 2013 year -end variance numbers and the proposed revisions to the 2014 adopted budget. Also attached are the Budget Summaries for: • General Fund • RETT Fund • Road Fund • Excise Tax Fund • Marketing & Special Events Fund • Group Sales Fund SUMMARY General Fund - • 2013 ended the year with an additional $1.1 M in Fund Balance from budget. • Revenues exceeded budget by $181 K. This number reflects an increase in taxes, building revenues and various other revenue sources. Transfers -In from the RETT Fund ($90K) and the Road Fund ($81 K) are down due to decreases in expenditures. 03 -17 -14 TC Packet 49 ® Expenditures were under budget by $947K ($166K of this is reserved to be spent in 2014 for vehicle replacement budgeted to be spent in 2013, GIS and Financial software, and one -time maintenance costs per the SGM plan); the additional decrease from budget came from decreases in expenditures for vehicle operating costs, utilities, supplies, personnel costs, and annual facility maintenance costs, etc.. 2014 is budgeted with additional one -time revenues of $344K, from the Popish annexation. Expenditures are budgeted to increase by $326K mostly due to the use of the $166K that was reserved at the end of 2013 for vehicle replacement budgeted to be spent in 2013, GIS and Financial software and one -time maintenance costs per the SGM plan. The net change to the 2014 budgeted revenues and expenditures is ($18K). The ending fund balance is revised to $9.3M up from the 2014 adopted budget by $1.1 M.. RETT Fund - ® 2013 ended the year with an increase in Fund Balance of $775K from budget. ® Revenues exceeded budget by $533K mostly from real estate transfer taxes. ® Expenditures were down by $243K, but $60K of that is reserved at the end of 2013, to be spent in 2014 for the retrofitting of the buses that did not get completed in 2013 and facility maintenance. The remaining decreases were in the Transfer out - General Fund for recreation and transportation expenditures and facility maintenance. 2014 Budget is revised by a net decrease ($41 K) due to adding $19K in revenues for the Holy Cross easement and an increase in expenditures of $60K for the bus retrofitting (that was reserved at the end of 2013) and facility maintenance costs reserved for 2014. Note: Within the 2013 revenues is $200K accrued for a bus grant. If the grant is not confirmed, we will be reducing the 2013 revenues by the $200K to a net increase in revenues from budget of $333K vs. $533K currently. • 2013 ended the year with an additional $237K in Fund Balance from budget. ® This is attributed to a decrease in expenditures of $244K mostly in the transfer out to the General Fund, road work, way finding signs and facility maintenance. 03 -17 -14 TC Packet 50 The only change reflected in 2014 revised is the $39K in expenditures for the facility maintenance costs that were reserved at the end of 2013. Excise Tax Fund — ® 2013 Fund Balance ended with a decrease of $680K in fund balance from budget. ® Revenues decreased by $782K, which is mostly due to CCTH #5 having not sold. ® Expenditures decreased from budget by $102K mostly due to the Rodeo Homes construction completion and the closing costs on CCTH #5. There are currently no changes to the 2014 budget. Marketing Fund — ® The Marketing Fund ended 2013 with an additional $173K in Fund Balance from budget. • This increase in fund balance is due to decreases in expenditures from budget in marketing costs and special event costs. In 2014, the Marketing Board approved moving $85K from Summer Events to Winter Events for the Winter X games for a total of $170K, the same amount allocated for the Winter X games as in 2013. Group Sales Fund — ® 2013 ended the year with an additional $231 K in Fund Balance from budget. ® This is mostly due to a decrease in expenditures for personnel services, contract services and marketing costs and the $25K for the Events Lawn that is reserved to be spent in 2014. In 2014, there is $25K for the Events Lawn reserved at the end of 2013 and also an additional $10K requested for the events lawn for setting up the power. III. STAFF RECOMMENDATION Review and discuss the attached financial information and provide direction to staff on the proposed revisions to the 2014 adopted budget. Staff is requesting a motion to approve, deny or modify the changes listed as revisions to the 2014 adopted budget. PURPOSE AND ACTIONS REQUESTED OF COUNCIL: The Housing Director is requesting Council approval to proceed with an RFQ/P (Request for Qualifications/Proposals to select a design firm for the renovation of the older housing properties. Housing Bonds will be retired in 2014 The Housing Bonds for four housing complexes will be retired in 2014. The four housing complexes including the year built dates are as follows; Brush Creek 1967, Creekside 1980, Palisades 1981, and Villas North 1984.The buildings are structurally sound and the Housing Department has performed routine capital repairs to these buildings over the years. The housing buildings are very important and valuable assets that the Town has a responsibility to maintain for many years to come. Proposed Housing Renovation Plan Now is the opportune time to update and upgrade these buildings with a new architectural design. The primary goals of the new design will make the buildings appear newly constructed and include the use of sustainable materials with energy conservation being a top priority. An energy conservation consultant will assist the architect to provide the most beneficial energy conservation improvement options including the incorporation of solar thermal and photovoltaic panels with the new renovations. The use of stucco, stone and other low maintenance materials will greatly reduce the upkeep expense of these buildings in the future. In addition to the building renovations there is number of sidewalks, stairs and railroad tie timber retaining walls that need to be replaced. The renovations are planned to be phased beginning with Creekside (5-buildings) in 2015 and then Brush Creek (4-buildings), Palisades (2- buildings) and Villas North (4-buildings) following in 2016 to 2017. Attached to this memorandum is the draft RFQ/P for the housing renovations which defines the scope of work requested. I have also attached a few pictures of the Town owned Housing buildings and pictures 03 —17 —14 TC Packet 65 of other Snowmass Village renovated properties to illustrate an updated architectural design. Housing Renovation Funding During the 2014 budget process, the Financial Advisory Board began discussions regarding financial sustainability and financial options for all Town funds. This continuing discussion is on their agenda for the summer. Should Council approve moving forward with these renovations, the Financial Advisory Board will recommend, based on the availability of funding sources, the best approach to fund these renovations. The first step requires Council approval to select a design firm to create a renovation plan and establish preliminary renovation estimates for the 2015 budget. Renovation Funding Example: If the renovations expenses are estimated to be $400,000.00 per building x 15 buildings this equals a $6 million dollar housing renovation project. The four complexes each have different renovation needs so therefore setting a price for each building is not realistic but, this exercise helps define the magnitude of the renovation expenses. 111. Options: • Council may approve, deny, or add modifications/ stipulations to the request to begin the RFQ /P process for the selection of an architectural firm to design the building renovations. • Council may determine that the renovations should be postponed to a later date after 2015. IV. Staff Recommendation: Staff is requesting Council approval to begin an RFQ /P process to select a design firm for the renovation of the older housing properties. Once a design firm is selected and the building designs finalized budgets can be established for the renovations to begin in 2015. The housing properties are structurally sound and with the bonds being retired in 2014 this seems to be the right time to begin renovations on the older properties. The fundamental goals of the renovations will be to update the buildings and property appearance and above all substantially increase the energy efficiency of the buildings with the use of low maintenance sustainable materials. The anticipated end result is to update and renovate the housing complexes so that they will serve the Town of Snowmass Village for many more years. V. Goals Statement Vision Statement: To assure an adequate workforce, create a divers, vibrant community, and lessen the environmental impacts of commuting by providing affordable long -term rental apartments to full -time Snowmass Village employees. Goal Statement: The Housing Department is looking for an ageless mountain architectural design, using materials that are sustainable and similar to other recently renovated properties in Snowmass Village. The use of low maintenance materials is preferred (buildings should be designed with a minimal amount of exterior paintable surfaces), combined with energy conservation improvements. Energy Conservation: Creekside is fully electric - electric baseboard heaters and individual water heater. An energy saving analysis is required to determine if a central heating system should be considered. If a conversion to a central heating system is determined to be not cost effective — a long payback period - the following renovations will need to be included or considered: 1. Scope of Services - General Scope of Services shall include, but not limited tom the following: 1. Coordination with TOSV's Housing Director and Project Manager in all phases of the project. 2. Assistance with the selection of the CM /GC for the project. This process may involve review of Requests for Qualification / Proposals for these services and recommendations as to the preferred Construction Manager /General Contractor. 3. Review and finalization of facility Program for each project. Architect will incorporate preliminary work completed as reflected in the Conceptual Design. 4. Preparation of a Schematic Design, including exterior elevations, perspective sketches, and /or 3 -D modeling, etc. The Architect will present to Town Council for approval. 5. Coordination with the CM /GC beginning at the Schematic Design level. Coordination will include review of construction materials and methods, cost estimating, project phasing, etc. 6. Preparation of Construction Documents. Documentation will include drawings and specifications that establish in detail the quality,,, quantity, and levels of materials and systems required for construction of the project(s). Presentation at 100% SD, 50% DD, 100% DD, 50% CD, and 100% CD will be provided. Documents will be in sufficient detail at 100% DD for the CM /GC to produce a preliminary Guaranteed Maximum Price (GMP) to perform construction. Construction Documents at 100% will be used by the CM /GC to present to and negotiate with the TOSV a final GMP. Architect will provide a review of the proposed Guaranteed Maximum Price on behalf of the TOSV. 7. Obtain final design approval from the Town Council. 8. Coordination of all permitting and other similar requirements. 9. Continued coordination with the CM /GC throughout the bidding and construction process for the project. This coordination will include regular updates to the Housing Director and Project Manager. 10. If for any reason the successful offeror shall fail to fulfill the obligations agreed to, TOSV may terminate the contract by written notice at least sixty (60) days before the termination date. In this event, the offeror shall be entitled to compensation for any work satisfactorily completed. 4. Any agreement resulting from the acceptance of a proposal shall be subject to execution of a written contract acceptable to TOSV and containing, among other things, all applicable provisions of the RFQ/P. TOSV may reject any agreement that does not conform to the RFQ/P or any TOSV requirement for contracts. 5. The successful offeror may not assign any interest in the contract for services without the prior written consent of TOSV. 6. General Requirements In order to facilitate comparison and evaluation, offeror shall follow the format outline herein. Failure of any Offeror to follow the required format may, at the sole discretion of the TOSV, result in the disqualification and rejection of that Offeror's submittal. Any statement of qualification proposals shall contain concise written material and illustrations, which enable clear understanding and evaluation of capabilities` of the Offeror. Legibility, clarity, and completeness shall be considered essential aspects of any acceptable materials. It shall be the Offeror's sole responsibility to ensure that all information contained in a submittal complies with this requirement. The TOSV, at its sole discretion, may disqualify and reject any proposal which it deems illegible, unclear or incomplete. B. E. Qualifications on Project Experience a. Provide a brief description of the philosophy of the Offeror with respect to architectural design, especially as it applies to the upper Roaring Fork Valley. b. Provide a detailed project time -line. c. Provide a description of at least three (3) apartment, condo, and /or townhomes renovations for which Offeror has provided professional architectural services. Include each project's name, client (with contact information), description, completion date, and construction cost (if applicable), and describing the role of the Offeror on each project. Describe the major design considerations of each project, including: energy efficiency upgrades and sustainability / low maintenance design. d. Provide at least one a example of a renovation project were energy conservation and sustainability was a goal and how those goals were achieved — with before and after comparisons. e. Provide a description of three (3) other architecturally significant projects for which the Offeror was the primary provider of professional architectural services, and which exemplify the professional design ability of the Offeror. The choice of these projects is at the Offeror's discretion, and may be of a different building type than that which is the object of this request for qualification proposal. PROPOSAL REVIEW AND EVALUATION PROCESS EVALUATION PROCESS Stage One The Housing Director and Project Manager (Staff) will meet, review and evaluate (rank) all proposals (which have not been rejected and/or disqualified) in accordance with the criteria established herein. Staff shall only consider proposals submitted by the Offeror's in this Stage One Ranking. Staff shall evaluate each proposal by point score; point scores for each proposal shall be totaled; and all proposals shall be given a ranking from 1St to last in accordance with the highest point total to the lowest. A shortlist of Offerors will move on to Stage Two. Special consideration shall be given by the Housing Department to the personality "fit" between the Staff and the Offerors as it relates to the perceived ability of any Offeror to provide a project which best meets the needs and desires of the TOSV as expressed in current plans and policies. Stage Two The Town Council will conduct 30 minute interviews of the top two (2) to three (3) ranked Offeror's from Stage One. Each Offeror will be expected to present Conceptual Design level drawings on the Creekside apartment complex. Town Council will decide the winning Offeror. The Housing Department will then enter into contract negotiations for the architectural services with the selected Offeror. The TOSV reserves the right to reject any and all proposals. Town Police may not be able to assist with traffic control; Applicant is responsible for providing adequate staff with reflective, safety vests to direct and control vehicles at the entrance to Elbert Lane on Upper Carriageway. 3. Applicant and /or The Westin Hotel shall provide sufficient personnel with appropriate safety vests, if requested, for traffic control at Elbert Lane, Village Numbered Lot 8 and adjacent area to ensure that all requirements of the Town Police Chief, Fire Chief, Public Works Director or designees are satisfied. F. Event Parking and Automobile Towing 1. Village Lot 8 is reserved for "Official DAV Transportation Vehicles- ONLY." Village Lot 2, the back portions of the upper and lower lots, may have designated areas for VA bus /truck parking and plug -ins for electricity. See Exhibits C and D -Site Plans for Lot 2 and Lot 8. 2. Additional large trucks may be parked in the back section of Village Lot 11 or 12; actual vehicle parking locations shall be confirmed with the Police Department. The dirt portion of the Rodeo Lot may also be available for truck, vehicle and /or trailer parking; availability and actual parking areas shall be coordinated and approved by the Public Works Department (923- 5110). 3. Applicant is responsible for installing appropriate barricades and posting notice(s) at the entrance to Village Numbered Parking Lots 2 & 8 and along Fall Lane at least 72 hours before the event to inform the public of the restricted date(s) and intended activities of the Applicant. With adequate advance - notice, barricades may be obtained from the Town's Road Department; contact John Baker at 923 -5110. DAV Winter Sports Clinic Temporary Use Permit -2014 03 -17 -14 TC Packet 85 4. It is the Town's position that fundamental legal constraints prevent the Town from authorizing the towing of a vehicle that was legally parked in a public roadway or parking lot prior to or during a Temporary Use granted by the Town. 5. Should it become necessary, Applicant shall contact the nearby businesses, lodging operators and property owners in order to locate the drivers of any unauthorized vehicles and request that the cars be relocated to another legal parking area. If all else fails, and the organizers absolutely need cars removed from the area, Applicant may be advised to contact a licensed towing service and assume total responsibility for the relocation process. The Police Department shall be provided with pertinent information on each towed vehicle so they are prepared to assist drivers in locating and reclaiming their vehicle. 6. All activities and parking undertaken by Applicant and /or The Westin Hotel as part of this event, except as stipulated within this permit, shall not be located on Town roadways and shall not impede normal traffic movement. G. Transportation 1. All baggage is to be dropped off and loaded into trucks on Fall Lane by United Airlines. Heavy move -in occurs Thursday- Sunday, March 27 -30 with departures scheduled for Friday- Saturday, April 4 -5. 2. Event transportation is being staged in Elbert Lane /Conference Center Circle; Event Daily Schedule is included as Attachment 2. H. Public Health and Safety 1. Applicant shall coordinate with the Aspen /Pitkin County Environmental Health Department regarding activity involving food service and will be responsible for satisfying all applicable health code and sanitation regulations. 2. Medical and /or emergency services will be activated by dialing 911. 3. A Medical Room will be located in the Overlook Room across from the Conference Center; Applicant has its own staffing with 24 -hour on -call nurses and doctors. I. Alcoholic Beverages 1. There is NO Special Event Liquor License for this event. All event functions with alcohol will be hosted in the The Westin Hotel and the Snowmass Conference Center, both licensed premises. J. Clean up and Maintenance 1. At the conclusion of the event, all barricades, signage, ramps, equipment and trash shall be removed to the appropriate location(s) and all affected areas shall be cleaned/ restored to the pre -event condition by the Applicant. At all times during the term of this permit the Applicant shall maintain in full force and effect a comprehensive public liability insurance policy. The amount of insurance and extent of coverage shall be established by the Town Manager or designee and, if applicable, private property owners. If at any time during the term of this permit, the Applicant's insurance coverage lapses, is cancelled or suspended, this permit shall automatically terminate and the Applicant shall cease operations hereunder. A Certificate of Insurance shall be provided to the Town prior to commencing the event. 2. Applicant agrees to indemnify and hold the Town harmless from all cost, loss, damage, expenses (including attorney and expert fees), and claim of liability of any and every kind which may arise as a result of activities in which Applicant is engaged or over which the Applicant has control with respect to the use of the above described property pursuant to this permit. The forgoing shall obligate Applicant to defend any claims, suits, or other proceedings naming the Town as a defendant on any claim which may arise as a result of the use of the above described property pursuant to this permit. 3. Attorney Fees. In the event litigation is necessary to enforce the rights of the Town under this permit, the Town shall be entitled to reimbursements of its reasonable attorney fees and costs of suit, actually incurred in the litigation, as part of its judgment or award.
