02-02-15 Town Council MinutesSNOWMASS VILLAGE TOWN COUNCIL REGULAR MEETING MINUTES FEBRUARY 2, 2015 Mayor Butler called to order the Regular Joint Meeting with the Snowmass Village Planning Commission on Monday February 2, 2015 at 4:01 p.m. A complete live recording of this meeting can be found at www.tosv.com under Town Council Meetings. COUNCIL MEMBERS All council members were present. Coxon, Town Clerk PUBLIC PRESENT: Bob Purvis, Greg Rulon, Bruce Smith, Jack Donovan, Steve Alldredge, Leticia Hanke, Chad Weltzia, Joe Krabacher, Gert Van Morsel, Jill Beathard, Don Schuster and other members of the public interested in today's Agenda items. 2. PROCLAMATIONS AND PRESENTATIONS JOINT MEETING WITH PLANNING COMMISSION FOR BASE VILLAGE MAJOR PUD AMENDMENT - SKETCH PLAN REVIEW - -Julie Ann Woods, Community Development Director - -Jim Wahlstrom, Sr. Planner, Community Development Planning Commission Present: David Rachofsky, Doug Faurer, Tom Goode, Patrick Keelty, Donna Aiken, and James Knowlton Community Development Director Julie Ann Woods stated this is the first meeting on the proposed Base Village Major PUD Amendment, Sketch Plan Review and it is a joint meeting with the Snowmass Village Planning Commission. Snowmass Acquisition Company (SAC, Applicant) will make a presentation only of the proposed application at 02- 02 -15tc Minutes Page 2 of 5 this meeting. Then the application will be reviewed by the Snowmass Village Planning Commission beginning on February 4, 2015 and will take action by passing a resolution to either authorize the applicant to submit a preliminary plan or to request a new Sketch Plan. Dwayne Romero and Craig Munizo from Related Colorado started with a PowerPoint Presentation and provided five goals that they feel could actually be goals of the Town Council which they indicated as being 1) Move Base Village Forward 2) Strengthen the Family- Friendly reputation of Snowmass Village 3) Add ore lodging inventory to Snowmass Village 4) Attract and Retain more guests and visitors to Snowmass Village 5) Help Snowmass Village become number on mountain resort in North America After a brief explanation on the above items Romero continued the presentation with eight Master plan objectives as listed below: 1) Diversify product offerings (hotels, fractional, condos) 2) Leverage recognizable and respected brands 3) Increase lodging and sales tax revenue 4) Add and enhance community facilities and attractions 5) Strengthen year -round special events and programming 6) Right size the mix between residential and commercial 7) Utilize sustainable design and building practices 8) Balance specifically with flexibility At this time the applicant reviewed each lot and the proposed changes to each lot and continued on to the Community Purpose which included Aquatic Center with an improved location, greater utilization and enhanced synergies, and noted this the Aquatic Center will continue to be owned and subsidized by BV Metro District. The other being the Snowmass Discovery center located in Building 2C with 4,000 SF of exhibits, educational space and theater, approximately 1,500 to 2,000 SF of outdoor plaza space and enhanced programming use into Base Village Conference Center. The applicant ended the presentation with the top five reasons to move forward with Base Village which included: 1) Greater diversity of our products and our guests 2) Enhanced job growth and economic prosperity 3) Demonstrate and advance sustainable design 4) Strengthen year -round sustainable design 5) Become the Premier Family Friendly Resort Destination Mayor Butler thanked the applicant for the presentation. 02- 02 -15tc Minutes Page 3 of 5 Town Council took a break. 3. PUBLIC COMMENT This section is set aside for the Town Council to LISTEN to comment by the public regarding items that do not otherwise appear on this agenda. Generally, the Town Council will not discuss the issue and will not take an official action under this section of the agenda. No Public comment at this time 4. CONSENT AGENDA These are items where all conditions or requirements have been agreed to or met prior to the time they come before the Council for final action. A Single Public Hearing will be opened for all items on the Consent Agenda. These items will be approved by a single motion of the Council. The Mayor will ask if there is anyone present who has objection to such procedure as to certain items. Members of the Council may also ask that an item be removed from the consent section and fully discussed. All items not removed from the consent section will then be approved. A member of the Council may vote no on specific items without asking that they be removed from the consent section for full discussion. Any item that is removed from the consent agenda will be placed on the regular agenda. A. REVIEW OF CALENDARS • February • March • April Alyssa Shenk made the motion to approve those items listed on today's consent agenda. Bill Madsen seconded the motion. PUBLIC HEARINGS QUASI-JUDICIAL HEARINGS Public Hearings are the formal opportunity for the Town Council to LISTEN to the public regarding the issue at hand. For land use hearings the Council is required to act in a quasi-judicial capacity. When acting as a quasi-judicial body, the Council is acting in much the same capacity as a judge would act in a court of law. Under these circumstances, the judicial or quasi-judicial must limit its consideration to matters which are places into evidence and are part of the public record. ADMINISTRATIVE REPORTS FIRST READING - ORDINANCE NO. 02, SERIES OF 2015 - AN ORDINANCE REVISING 2015 BUDGET FOR THE GENERAL FUND TO APPROPRIATE FUNDS T# SN•WMASS DISCOVERY --Marianne Rakowski/Clint Kinney Town Manager Clint Kinney provided background for the purpose of this discussion regarding the first reading of an ordinance to amend the budget for a request by Tom Cardomone for the Snowmass Discovery 501 (c) (3) for $15,000. Bob Sirkus made the motion to approve First Reading of Ordinance No. 2, Series of approving the funding request for $15,000 and amending the budget. Bill Madsen seconded the motion. The motion was approved by a vote of 5 in favor to 0 opposed. Voting Aye: Markey Butler, Chris Jacobson, Bill Madsen, Alyssa Shenk, and Bob Sirkus. Voting Nay: None. After a very lengthy discussion with many questions in regards to the programing, raising money, how much is needed, where is best location and how long is this entire process going to take. It was noted that finishing the feasibility study will determine what fund raising process and timeline will look like, this is the next big step in this process for this project. A. REPORTS/UPDATES 02- 02 -15tc Minutes Page 5 of 5 Council Member Shenk went to NWCCOG meeting and really enjoyed the meetings and the people she met. Mayor Butler attended a CAST meeting last week and provided information regarding the speaker and presentation. 9. ADJOURNMENT At 6:15 p.m. Chris Jacobson made the motion to adjourn the Regular Meeting of the Snowmass Village Town Council on Monday, February 2, 2015 Bill Madsen seconded the motion.
