Town Council Resolution 16 1983TOWN OF SNOWMASS VILLAGE TOWN COUNCIL RESOLUTION NO. 16 SERIES OF 1983 A RESOLUTION ESTABLISHING SUBMISSI.QN_,RATA REQUIREMENTS FOR THE RE -ZONING AND SPECIAL REVIEW USE APPLICATION OF THE SNOWMASS WATER AND SANITATION DISTRICT FOR THE INSTALLATION OF.A WATER STORAGE TANK. WHEREAS, the Snowmass Water and Sanitation District (Applicant) and the Snowmass Company, Ltd, as landowner, intend to jointly apply for rezoning and Special Review Use approval for a parcel of property in Snowmass Village which will allow the installation of a water tank, water transmission lines and related activities; and WHEREAS, the Applicant and the Town Council desire to specify, in advance, what information should be presented and what issues should be addressed in the contemplated application. NOW, THEREFORE, BE IT RESOLVED by the Town Council of the Town of Snowmass Village, Colorado: Sectinn nnP_ A. The Applicants shall submit the following information as part of anticipated application for rezoning and Special Review Use ap- proval which would allow the installation of a water storage tank within the ski easement adjacent to Lots 11 and 12, Woodrun Unit I: 1. The information required by Section 2.5.3.b.(1) of the Town of Snowmass Village Land Use Code. 2. An accurate survey map or other acceptable description of the area for which Special Review Use approval is being requested, including date of preparation, bar type or graphical scale and North sign. 3. General site characteristics map showing existing condi- tions, topography, areas of existing natural and dis- turbed slopes in excess of 30% grade, and a description of any areas that constitute natural hazard areas as defined in the Town of Snowmass Village Master Plan. 4. Evidence of title in the form of a Certificate of Title Insurance or an opinion from an attorney licensed in the State of Colorado which will set forth the names of all owners of property included in the application for Special Review Use and rezoning and which shall include a description of easements or agreements of record which affect the pro- perty. 5. Drawings and such other documents or models which illus- trate the overall design concept of the proposed develop- ment and the size, scale and relationship of the various development components to their respective sites, the surrounding area and each other. 6. The proposed time table for development and construction. 7. Existing and proposed contours at five foot (5') or lesser intervals which comply with national mapping accuracy standards. 8. Preliminary drainage report and/or map indicating and describing existing and proposed drainage patterns. 9,.,Covenants and easements,,,whe.ther in existance or proposed affecting any land in the development area. 10. Geologic and soils analysis report including: (a) An investigation of the geologic characteristics of the area which would have a significant effect on the use of land and a determination of the impact those factors would have on the area within the pro- posed and on adjacent areas. (b) Soils type map and tables of soils suitabilities in the development area, in accordance with the National Cooperative Soils Survey, or a report prepared by a qualified professional describing specific site soil characteristics. B. In addition to supplying the information required above, the Applicant shall be prepared to address the following issues: 1. Construction impacts, including access to and from the sites. 2. Effect of the water storage tank on skier safety. 3. Plans for revegetation of all disturbed areas. INTRODUCED, READ AND ADOPTED by the Town Council of the Town of Snowmass Village, Colorado on this by a vote of 5 to O. 31st day of Janua 1983 . Councilmembers Bedford and Wall abstained from voting on the basis of a conflict of interest as members of the Board of Direc- tors of the Snowmass Water and Sanitation District.
