Shows a deficit of $751K in 2011, but the deficit continues through 2015 at roughly $500K, which is unsustainable in the current economic environment. Scenario #1 Assumes cutting or delaying expenditures in 2011 (most of which carry through to 2015) in order to maintain a $5M fund balance and trying to balance revenues over expenditures. Scenario #2 Assumes the same cuts as in Scenario #1 plus assumes Proposition 101 posses, which means that General Fund revenues will be reduced by $265K. The Town will need to make additional cuts ($202K) in expenditures in order to maintain a $5M fund balance and to balance revenues over expenditures. Scenario #3 Assumes everything in Scenario #1 and Scenario #2 occurs and assumes that the Transportation Funding Ballot Question passes adding an additional $357K in property tax funding for transportation. In this scenario, we show additional revenues of $357K, plus we add back in $321K in Transportation cuts that are a part of Scenario #1. Even with this additional revenue, Transportation funding is still not funded as expenditures will still exceed revenues by $282K. Scenario Best Case Assumes that the cuts in expenditures under Scenario #1 occur and the Transportation Funding Ballot Question passes. Note: Even with the cuts /changes under Scenario #1, #2 #3 and Best Case, the expenditures still exceed revenues, which means the Town is anticipating using some of the Unappropriated fund Balance in order to balance the budget in 2011. In addition most of these changes carry through to 2015 in order to maintain a sustainable budget based on the current economic conditions. f a z x The Financial Advisory Board recommends adoption of the 2x10 Revised and the r Zai 1 Proposed budget~, -but with these additional recommendations /comments ry' 1 Thy Fnaial Aso ar ca far nN th s eta tai e penditures th fih budgeted amount for wring these economic time s z ^x r r The Finarcal drsory does that the 201 rcused subrd board ar r the s ecatan ettr a z z r belo the bud eta a ouht +st of this s yin s a in rsonbel C se ices o eer the 11 r use get ancrcass the su s level t hch rs ore t a t e revue su s y Althu h'the 11 su se as lower than' the 1 a o to u eta ount o 3,11 t e Financidl Aso oar recd 'e s :that oucil a opt udgt c th I that ele is e ca a su st leu as z 12ecreaton tenter contn t a reduce spa lel en crde to achlue thrs g►al s The Fnahcral dvsoy board frthe recommends that Cocncl direct the Financial so +r t recw h recnuelfee structure an en tues of the ecrcaton enter en etal to :ter ins the f subsa lel s set czt lan ro mate level an to forwar oubcil an r recd en ates ale rrt at per Thy Fnanal dso board bclieue that thee'old be a behest o hag ore ttractbn bee the arkcfiing and soup :gale departmt and board and the naraal dso bodrd prim fie the budget process to gain a better undrstandEhg a thr fancal o rctronan ale f z r The Financial Yso ar rcom :ends that fibs T'o n crr on the side refientsn o key rsonhel or the ne 12 menthe b using san o tyre Fund balance n the neral Fund r f r vw s s y r r The Town Manager, per the Home Rule C.arter presents the 20,10 revised and. the 2011 r pxoposed budgets The Budget Document includes both short term. and long term proectons spanning five years The attached budget plan has beenpxepared with r relatively flat proectons due to the uncertaintyof the tnnug o an economic recoexy `Although some believed that'2010 would be the beglnnug of axecovery, staff continues to recommend a very conservative appxoach to budgeting xeuenue over the next 5 years The .Town of Snowmass Village budgets are adopted.annually, buadustrnents can be mom MIT 115154 lot g Omw made between the departments by the Town Manager throughout 5, the year NO AM 0-1 y The natonalreconomy rema7ns uncertain. and destnaton xesorts xnay take several years to recover The recession unpacted our local economy both n sales lax revenues and xn the development area Since 2008 the Town s Sales Tax Revenue has been reduced b 18% y Inn"2009, the Town nnplemexted several budget contngences to manage andreduce Town. expenditures except fox the elnnxnation of Bus Route 7, many of the cuts did not directly impact customer service wTn Tune of 2010, staff presented a revised budget that has become our working budget fox 2010 Stafleft our sales tai prolectrons,at the original budgeted amount;
