PROCLAMATIONS AND PRESENTATIONS N one 3. PUBLI C COIVIVENT This section is set aside for the Town Council to LISTEN to comments by the public regarding items that do not othenrvise appear on this agenda. Generally, the Town Council will not discuss the issue and will not take an official action under this section of the agenda. Michael Reichert an owner at Base Village spoke to the future development of Base Village see letter provided for the record. Bob Sirkus. 03-07-16 TC Minutes Page 2 of 6 Jim Herrell a current owner in Base Village spoke to the taxes being three times those outside the Metro District. The State has dissolved many failed Metro Districts and he asked respectfully for a response to the January letter to the Town Council. Debbie Cote a part time resident of Snowmass Village in the Stonebridge Condos and a member of the Part Time Resident Advisory Board spoke to the Fanny Hill Town Homes phase two development in regards to the building orientation and view plans. Her concern is the sightlines are preserved and she is requesting a requirement for a third party to provide an analysis of the sightline and post on the Town's web site ten days prior to any hearing. Emzy V eazy lll a local of the Valley spoke to the viewing audience and listed considerations for the Council to consider, speaking of the "horsey sets" he also mentioned Robert Wagner's successful restaurant in Calitornia and would like Council to persuade him to build a restaurant in Snowmass Village to bring those customers here. He asked that we get Snowmass Village hip with the younger crowd and get the Police department and the Fire Department helicopters and pads for this vast area they cover. Pat Keeler home owner at Base Village and Board Member of the Capitol Peak Homeowner Association stated lhis is the last Regular Meeting of the Town Council betore the ten Base Village agreements are to be finalized. She is asking that the Town Council please prevent the developer devastation within this development. She spoke to location in regards to buses, restaurants, sky cab etc. Keefer spoke to all the property's located near Base Village advertising their location 1o Base Village. She also spoke to the Base Village Company and who runs this Company, which happens to have had three past employees and currently Craig Monzio is a Related employee. She provided information for the Town Council review. 4. CONSENT AGENDA These are items where all conditions or requirements have been agreed to or met prior to the time they come before the Council for final action. A Single Public Hearing will be opened for all items on the Consent Agenda. These items will be approved by a single motion of the Council. The lMayor will ask if there is anyone present who has ob.iection to such procedure as to cenain items. Members of the Council may also ask lhat an item be removed from the consent section and fully discussed. All items not removed from the consent section will then be approved. A member of the Council may vote no on specific items without asking thal they be removed from the consent section Jor full discussion. FIRST READING _ ORDINANCE NO, 4, SEHIES OF 2016 _ AN ORDINANCE AI\,4ENDING THE 2016 BUDGET FOR THE GENERAL FUND. EXCISE TAX FUND, AND THE HOUSING FUND FOR THE TOWN OF SNOWMASS VILLAGE --Marianne Rakowski, Finance Director Marianne Rakowski Finance Director stated this ordinance reflects a review of the 20.i5 year-end (unaudited) financial numbers lor the major Town Funds and review of the proposed statf revisions for 2016. She stated all funds ended 2015 with an increase in fund balance from the 2015 revised budget with the exceplion ol the Lottery Fund, which had revenues come in $300 below budget. This ordinance revises the 20.16 adopled budget and appropriates these funds for spending. The additional expenditures to the 2016 adopted budget are carryover expenditures lrom 2015. These expenditures were part of the 20'15 budget, but because of the project(s) were not completed in 2015, staff is requesting that the remaining funds be re-budgeted into the 2016 revised budget. Tom Goode made ihe motion to approve the First Beading of Ordinance No. 4, Series ol 2016 Bill l,4adsen seconded the motion. The motion was approved by a vole of 4 in favor to 0 opposed. PABKS OPEN SPACE, TRAILS & HECREATION PLAN (POSTR) UPDATE --Andy Worline, Parks, Recreation and Trails Director Andy Worline Director of Parks, Recreation and Trails provided the Town Council with an updale on the Parks, Open Space, Trails and Recreation plan (POSTB). This presentation included: what is the POSTR plan, what has the steering committee been up to, where are we going with timeline, what will be in the plan document and steering committee's role. Worline explained the Wiki N/ap and how the information was collecled and how it will be distributed. Worline then moved into lhe Community Survey lhat was conducted lrom the Recreation Department's web site. C. COMN/UNITY CONNECTIVITY PLAN (CCP) UPDATE -Anne l\.4artens, Public Works Director Anne Marlens, Director of Public Works provided an update on the Community Connectivity Plan (CCP). lvladens stated the kick otf was in October with stakeholders and steering committee meetings. She noted that the consultants are now beginning to summarizing the input and reviewed the feedback and recommendations at a public open house on January 20, 20'16. A. HEPOHTS/UPDATES'l) Markey Butler - Request for Funding for Sister City program Mayor Butler provided intormation regarding the Sister Cities program and asked that the Town consider a onetime donalion of $2,500 for this year and they apply for a Grant throughtheTown Grant Process in the lulure years. The request will be put in Ordinance No. 4, Series of 2016 for second reading approval on l\4arch 2'1 , 20.16 Town Council Meeting. Council l\,4ember Goode is continuing his tours with each Town Department. 9, EXECUTIVE SESSION Town Council will now meet in Executive Session pursuant to C.B.S. 24-6- 402(4) and Snowmass Village l\,lunicipal Code Section 2-45(c), to specifica y discuss one item: a) Conferences with an attorney for the purposes of receiving legal advice on specific legal questions pursuant to C.R.S. 24-6-402(a)(c) and Snowmass Village Municipal Code Section 2-a5@\l2l; Provided there is an affirmative vote of two-thirds of the quorum present at this meeting to hold an Executive Session and for the sole purpose of considering items (a) and (b) above. Provided further, that no adoption of any proposed policy, position, resolution, regulation, or tormal action shall occur at this Executive Session. D, BHUSH CREEK HOADMOOD FOAD ROUNDABOUT UPDATE --Anne l\,4artens, Director of Public Works Anne Martens, Director of Public Works provided an update with some plan views and horizontal view of three cross sections of the Brush CreekMood Road roundabout.
