CALL TO ORDEFI AND ROLL CALL SNOWMASS VILLAGE TOWN COUNCIL SPECIAL MEETING MINUTES NOVEI\,IBER 9, 2015 Mayor Butler called to order the Special Meeting of the Snowmass Village Town Council on Monday, November 2, 2015 at 3:05 p.m. A complete live recording of this meeting can be found at www.tosv.com under Town Council Meetings. Coxon, Town Clerkt Joe Coffey, Housing Director; Terry Everest, Assistant Housing Director PUBLIC PRESENT Madeline Osberger, Gert Van Morsel, Jill Bearthard and other members of the public interested in today's Agenda items. 2. PROCLAMATIONS AND PBESENTATIONS None at this time. 3. PUBLIC COMI\,IENT This section is set aside for lhe Town Council lo LISTEN to comment by the public regarding ilems that do not otherwise appear on this agenda. Generally, the Town Council will not discuss the issue and will not take an official action under this section of the agenda. Madeleine Osberger a member of the press and local of the Roaring Fork Valley spoke to the number ol Executive Session since August 3, 2015 there have been thirteen meetings and seven Executive Sessions and she asked that Town Council do as much business in the public as possible. 4. CONSENT AGENOA These are ilems where all conditions or requirements have been agreed to or met prior io the time they come before the Council for final action. A 1 1 -09-15 TC Minutes Page 2 of 5 Single Public Hearing will be opened for all items on the Consent Agenda. These items will be approved by a single motion of the Council. The Mayor will ask if there is anyone present who has objection to such procedure as to cedain items. Members of the Council may also ask that an item be removed from the consent section and fully discussed. All items not removed from the consent section will then be approved. A member of the Council may vote no on specific items withoul asking that they be removed from the consent section for full discussion. Any item that is removed from the consent agenda will be placed on the regular agenda. A. DRAFT AGENDAS AND WORK SESSION TOPICS B. SCHEDULING OF PRE.SKETCH JOINT MEETING FOR BURLINGAME CABIN SNOWMASS LOCATED ON SNOWMASS MOUNTAIN -Clint Kinney, Town Manager Bob Sirkus made the motion to approve those items listed on loday's Consent Agenda. Tom Goode seconded the motion. The motion was approved by a vote of 5 in favor to 0 opposed. Voting Aye: Markey Butler, Bill Madsen, Alyssa Shenk, Bob Sirkus, and Tom Goode. Voting Nay: None. 5. PUBLIC HEARINGS QUASI.JUDICIAL HEARINGS Public Hearings are the formal opportunity for the Town Council to LISTEN to the public regarding the issue at hand. For land use hearings the Council is required to act in a quasi-judicial capacity. When acting as a quasi-judicial body, the Council is acting in much lhe same capacity as a ludge would act in a coud of law. Under these circumstances, the judicial or quasi-judicial must limit its consideration to matters which are placed into evidence and are part of the public record. The Council must base their decision on the law and the evidence presented at the hearing. None at this time. 6. POLICY/LEGISLATIVE PUBLIC HEARINGS A. PUBLIC HEARING _ AND RESOLUTION NO. 31 SERIES OF 2015.A RESOLUTION SUMMARIZING EXPENDITURES AND REVENUES FOR THE TOWN OF SNOWMASS VILLAGE AND ADOPTING FOB THE CALENDAR YEAR BEGINNING ON THE FIRST DAY OF JANUARY, 2016 AND ENDING ON THE LAST DAY OF DECEMBER, 2016 AND APPROPRIATING SUMS OF MONEY TO THE VARIOUS FUNDS FOR THE 2016 BUDGET YEAR -Marianne Rakowski, Finance Director 1 1-09-'15 TC l\,4in utes Page 3 of 5 This item was continued lrom the Regular Meeting of the Snowmass Town Council on November 2, 20'15. Clint Kinney, Town Manager stated that Council requested a presentation that had 20'15 budget and the 2016 proposed budget with variance percentage from 20'15 to 2016. Mayor Butler would liketoagain review the Capital lmprovement Program; she is not comfortable approving lhese high numbers for these projects with no back-up. Council Member Shenk reminded the Council and staff that we need to be thinking about the school district and future contributions. Council Member Sirkus also noted that the Town Attorney asked that within his budget he is requesting $50,000 be added for outside special counsel. Bob Sirkus made the motion to approve as amended Resolution No. 31 , Series oI 2O'15 approving the 2016 Budget. Bill lvladsen seconded the motion. The motion was approved by a vote of 5 in favor to 0 opposed. Housing Guideline Discussion --Joe Coffey, Housing Director Joe Cotfey, Housing Director and Terri Everest, Assistanl Housing Direclor stated that in March, the Town Council adopted a slate of goals. One goal called for the assessment of the future needs/desired outcomes of the housing program. The goals stated "The Town Council acknowledges and embraces the absolute importance of the Town's housing program. Now that the program is over 30 years old, the Council would like to evaluate whether the core mission of the program should extend beyond workforce housing to include opportunities for people to age in place and to be used as a toolto bujld a more engaged, year-round population. We will explore these ideas and opportunities with our regional partners and be open to public/private partnership solutions. Town Council has major concerns to the aging in place, housing stock and future development sites. Council would like to continue with a strategic housing plan ,or the future. Town Council would also like to partnership with other communities within the Valley and with other employers. Coffey stated that no action is needed from the Council as this is only a discussion item Council has requested the Housing Director to discuss the current housing sales guidelines. ln addition this work session can be an open discussion for other housing questions and matters. 7, ADi/INISTFATIVE HEPOBTS 1 1-09-15 TC Min utes Page 4 of 5 8. TOWN COUNCIL REPORTS AND ACTI ONS A) REPORTS/UPDATES Council Member Goode stated that he will be attending a C.O.R.E. meeling on December 17th. Council Member Sirkus spoke to the recall procedures and how to make this process clearer. Clint Kinney, Town Manager stated that a Charter clean up may be the easiest way to achieve clarification. Town Council requesled a Charter Review on a Work Session in February or March. Mayor Butler and Council Member Madsen attended an event celebrating the accomplishments over 25 years of the Pitkin County Open Space Board. Mayor Butler asked if staff would inquire if the Open Space Board would like to attend a future meeting of lhe Snowmass Village Town Council and provide the presentation. Reminder of the John Bemis Community Thanksgiving Potluck and all the informalion is available on the Town's website. B. EXECUTIVE SESSION Town Council will now meet in Executive Session pursuant to C.R.S. 24-6-402(4) and Snowmass Village Municipal Code Section 2-45(c), to specifically discuss one item: a) Personnel matters, except il the employee who rs the subject of the session has requested an open meeting, pursuant to C.R.S. 24-6-402(a)(f)(l) and Snowmass Village Municipal Code Section 2-a5(c)(6); Provided, there is an affirmative vote of two-thirds of the quorum present at this meeting to hold an Executive Session and for the purposes of considering item (a) above. Provided further, that no adoption of any proposed policy, position, resolution, regulation, or formal action shall occur at this Executive Session. At 6:16 p.m. Markey Butler made the motion to enter closed session Bob sirkus seconded the motion. The motion was approved by a vote of 5 in favor to 0 opposed. Tom Goode seconded the motion. The motion was approved by a vote of 5 in favor to 0 opposed. Voting Aye: Markey Butler, Bill Madsen, Alyssa Shenk, Bob Sirkus, and Tom Goode. Voting Nay: None. 9. ADJOURNMENT At 7:30 p.m. Alyssa Shenk made the motion to adjourn the Special Meeting of the Snowmass Village Town Council on Monday, November 9, 201 5. Tom Goode seconded the molion. The motion was approved by a vote of 5 in favor to 0 opposed. Voting Aye: Markey Butler, Bill Madsen, Alyssa Shenk, Bob Sirkus, and Tom Goode. Voting Nay: None.
