Mayor Butler noted that the Town council is in receipt of a letter joinfly addressed from both Hayden and capitol Peak Homeowners Associations' presidenti that covers six issues that negatively impact Base Village properties with suggested solutions was given to Town Council and it will be enter into the record for today,s meeting. 4. coNSENT AGENDA These are items where all conditions or requirements have been agreed to or met prior to the time they come before the council for final action. A single Public Hearing will be opened for all items on the consent Agenda. These items will be approved by a single motion of the council. The Mayor will ask if there is anyone present who has objection to such procedure as to certain items. Members of the Council may also ask that an item be removed from the consent section and fully discussed. All items not removed from the consent section will then be approved. A member of the Council may vote no on specific items without asking that they be removed from the consent section for full discussion. Any item that is removed from the consent agenda will be placed on the regular agenda. A. FIRST READING AND P_U-BLIC HEARING AN ORDINANCE APPROVING WITHCONDITIONS THE SPECIAL REVIEW APPLrcNirOr,r EOC CWir.ri; rriCrr 01-04-16 TC Minutes Page 3 of 5 ALPINE FIESTAUFIANT FEIVODEL AND EXPANSION TOGETHER WITH THE ASSOCIATED I\,IINOR PLANNED UNIT DEVELOPI\,4ENT (PUD) AMENDIUENT TO SNOWMASS I,4OUNTAIN PUD, -Chase Anderson, Planner Mayor Butler opened the Public Hearing for Ordinance No. O1 , Series ot 20.16 at 4:14 p.m. Chase Anderson, Planner stated that the Snowmass lvlountain SkiArea has a pUD overlay with "Flecreation" underlying zoning. The Aspen Skiing Company wishes to remodel and expand Gwyn's High Alpine Flestaurant. Restaurants in the Recreation zone require a Special Fleview. He noted that in addition, the expansion, though minimal, does require the modification of the approved Snowmass l\.4ountain PUD. Town Council is being asked to consider both the expansion ofthe restaurant use by Special Review, as well as an increase in square footage for the restaurant, which would not be in excess of allowable square footage across the entire PUD. Anderson went on to explain the project and the three core issues which are listed below: '1) Updating sections of the PUD Guide 2) Employee housing requirements 3) Operations and Construction Management Plan David Corbin representing the Aspen Skiing Company and a representative lrcm Z Group Architects provided Town Council a powerpoint presentation of the proposed remodel. They reviewed the architect renderings for the inside and the outside of the restaurant. Town Council had some questions of George Gordon the owner of the actual business, addressed some of the concerns. Council Member Sirkus has concerns with the accuracy of the buildings and square footage ol the actuat PUD. Council asked that staff and the Aspen Skiing Company work on updating this chart for the next pUD amendment. This will incluie an inventoryof this application. This will be an additional condition number 8 in the Ordinance. Mayor Butler continued the public Hearing to the Regular Meeting of the SnowmassVillage Town Council on Tuesday, January 19,2016i A. RESOLUTION NO, 3, SERIES OF 2016-4 RESOLUTION AUTHORIZING THE EXPENDITURE OF FUNDS BUDGETED FOB GBANT CONTRACTS FOR HEALTH AND HUMAN SERVICE ORGANIZATIONS -Rhonda Coxon, Town Clerk l\4ayor Butler recused herself due to being the Executive Director of the Home Hospice of the Valley whom is an applicant for Grant monies. John Hornblower, Chairman of the Citizen Grant Review Board explained te criteria used by the board in making the recommendations provided in today's packet materials for the Town Council. The board tries to give money to those applicants that provided the most services to lhose residents of Snowmass Village. Council asked some questions of Hornblower and he provided the Council with additional information. He suggest that the Council consider increasing the budget for next year to $'100,000 and he also noted that meetings in December are very ditficult and asked that Council consider allowing the Citizens Grant Review board meet in November or in January. l\.4arkey Butler made the motion to approve Resolution No. 03, Series of 2016 - Expenditure of Grant lvlonies Bill Madsen seconded the motion. He noted thatthe next meetin{is Jinuary Z0th. Council Member Madsen asked about why the lights are on at the ice rink during thenighi Clrnt Khney. Town Manager stated lhat when lhe ice rink employees are workingon lhe ice during a cold night. New protocols have been put in ptace so lhis will not bethe case in future. At 6:19 p.m. NT 6.
